Who can adopt a pet through Refqan?

Anyone living in the UAE can adopt through Refqan — UAE nationals, expats, and residents of all emirates including Abu Dhabi, Dubai, Sharjah, and beyond. There are no nationality restrictions. We do ask that you have a stable home environment and are committed to caring for the animal long-term.

How long does the adoption process take?

Most adoptions are completed within a few days to a week. After you submit your application, our team reviews it and arranges a meet-and-greet with the animal. Once both sides are happy, the adoption is finalised and Pawspact handles all the paperwork.

Can I adopt if I live in Dubai or another emirate?

Yes. Refqan facilitates adoptions across all UAE emirates. Our animals are based in Abu Dhabi, and we can coordinate the handover at a convenient location. Adoptions to Dubai, Sharjah, and other emirates are welcome.

Is pet registration mandatory in Abu Dhabi?

Yes. Since 3 February 2026, all cats and dogs in Abu Dhabi must be microchipped and registered on the TAMM digital platform, managed by the Department of Municipalities and Transport (DMT). Individual owners have a one-year grace period before fines of up to AED 1,000 apply.
